Evaluating road surface shot blasting requires a clear treatment objective and an inspection plan. Surface cleaning, preparation for an overlay or marking, and friction-related texturing are different tasks; their outcomes should be assessed with the appropriate methods.
Separate Surface Condition from Structural Condition
Assess the pavement material, existing treatment, contamination, texture and visible distress. Determine whether the concern is at the surface or involves cracking, deformation or another defect requiring a different maintenance response.
Shotblasting abrades a superficial layer of pavement, as described in the FHWA treatment overview. It should not be treated as a repair for underlying structural deterioration or as proof that a road’s remaining service life has increased.
Define the Intended Surface Result
For preparation before a coating, overlay or marking, use the material supplier’s and road authority’s requirements. Identify the required cleanliness, texture and any contamination or moisture checks. Removing visible dirt does not establish that every bonding requirement has been met.
For a friction-related treatment, define the measurement method, locations, conditions and acceptance criteria with the responsible authority. Texture and friction are related but are not interchangeable measurements. The FHWA surface-texture advisory emphasizes selecting a treatment for the existing site conditions.
Use a Representative Trial Area
Select an area that reflects the actual pavement and contamination. Record abrasive, settings, travel pattern, overlap and machine configuration. Inspect the result for the intended preparation and for unacceptable surface damage.
Review edges, joints, patches and changes in substrate condition. They may require different handling or a separate method. An accepted trial on one area should not be extrapolated automatically to every part of a road.

Plan the Complete Work Sequence
Include traffic management, site access, setup, treatment, edges, cleanup and inspection in the schedule. Check the machine’s operating limits for the surface and terrain. Review extraction, waste handling, hoses, cables and abrasive escape.
A dry preparation process does not mean the road can always reopen immediately. Release depends on cleanup, inspection, the next treatment and any application or cure requirements. Define responsibility for reopening the work area.
Compare Costs on an Equivalent Basis
Compare accepted area meeting the same preparation requirement. Include mobilization, labour, equipment, energy, abrasive additions, wear parts, dust handling and any further preparation. Separate the cost of surface preparation from the cost and expected performance of the complete rehabilitation system.
Do not assign an extended maintenance interval or a financial saving without a supported comparison. Pavement materials, traffic, weather and the subsequent treatment affect long-term performance and must be considered when evaluating records.
Keep Safety Outcomes Evidence-Based
A measured surface result is not itself a demonstrated reduction in crashes or a guarantee against skidding. Road safety depends on several factors, and any claim about accident changes requires an appropriate analysis of comparable records and conditions.
Retain the treatment specification, trial evidence, inspection results and release decision. These establish the scope of the completed preparation and the limits of what has been verified for the road surface.
